Annual and Special District Meetings

At least once a year in the Spring, or at other times for special purposes, the District holds a District Meeting of the Voters of the District.  District Meetings are run by the District Moderator in the same manner as Town Meetings where Voters of the District will act upon a series of articles to establish the annual budget, special expenditures, to elect District officials, or for other special purposes that may be required by District Rule or Regulation.  

Participation

A District Meeting is open to all members of the public but only registered voters that reside within the boundaries of the Lancaster Sewer District can participate and vote on District Articles put forth for consideration. Property or business owners who own property or businesses within the District but who do not reside within the District are Non-Voters.  Voters of the District are allowed one vote each regardless of the number or size of property owned within the District.

Voters must be registered with the Town of Lancaster Clerk's office by the prerequisite dates established by the Massachusetts Secretary of State's office. For more information on registering to vote please visit the Town of Lancaster Clerk's office Voters Information page.

Voters registration status will be checked upon entry to the meeting.  Depending on the size of the meeting, Non-Voters may be asked to sit in a specific area or display an identifying badge.

Meeting Process

The meeting is run by the Moderator.  District Meeting are organized and held in accordance with parlimentary procedure.  The LSDC uses Robert's Rules of Order which is a protocal for organizing and running public meetings.  All Voters of the District have the opportunity to speak and debate warrant articles after being recognized by the Moderator at specific times in the meeting. Non-Voters are allowed to speak at the discretion of the Moderator but are not allowed to participate in motions or voting.

Warrant Articles

Typically, the Annual Warrant contains several routine articles for consideration that are put forth by the Commission.  These routine articles establish the annual budget, authorize expenditures, and elect District Officials.

Prior to advertisement of the annual meeting or closing the meeting Warrant or at any time through out the year the Commission or Voters may put forth additional articles for consideration.  To insert an article in the warrant for an annual District Meeting, at least 10 registered Voters of the District must sign a written request for the insertion of Articles in the Warrant which also states their residence, with street and number, if any.  Additional Voter Signatures do not have to include their addresses after their signatures, but it is a good idea.

Commissioners shall insert in the warrant for every special town meeting all subjects which shall be requested by 100 registered voters or 10% of the total number of voters, whichever is lesser.


Voters of the District

Voter's of the District must reside on the following streets which are within the boundaries of the Lancaster Sewer District.  Voters must be registered with the Town of Lancaster Clerk's office by the prerequisite dates established by the Massachusetts Secretary of State's office.
